Prison authorities must consider and decide on parole applications promptly as mandated by applicable regulations.

JUDGMENT

The prayers in this writ petition are as follows:-

a) Issue a writ of mandamus or any other appropriate writ, order, or direction directing the 3rd Respondent to consider and pass necessary orders on Ext.P3 application for grant of ordinary leave (ordinary parole) to the husband of the Petitioner, who is presently lodged in the Central Prison and Correctional Home, Viyyur, in accordance with the provisions of the Kerala Prison and Correctional Services (Management) Rules, 2014.

b) Issue a writ of mandamus or any other appropriate writ, order, or direction directing the 4th Respondent to consider and pass necessary orders on Ext.P4 application for grant of ordinary leave (ordinary parole) to the husband of the Petitioner, who is presently lodged in the Central Prison and Correctional Home, Viyyur, in accordance with the provisions of the Kerala Prison and Correctional Services (Management) Rules, 2014.

c) Declare that the husband of the Petitioner, Convict No. 462/23 who is presently lodged in the Central Prison and Correctional Home, Viyyur, is entitled to be released on Ordinary leave/parole.

d) Dispense with the translation of documents produced in the Vernacular Language. e) Grant such other relief deemed fit to this Hon'ble Court.

2. The petitioner is the wife of Convict No.462/2023 of Central Prison and Correctional Home, Viyyur, Thrissur, who is undergoing imprisonment for life consequent to the conviction and sentence in S.C.No.300/2015 on the file of the Additional District Court, Thrissur. The petitioner submitted Ext.P3 application before respondent No.3 on 12.09.2025. The grievance of the petitioner is that respondent No.3 has not taken any decision so far in the matter.

3. Having regard to the circumstances brought out, there will be a direction to respondent No.3 to consider Ext.P3 and take a decision on it, if it is still pending, within a period of two months.

The writ petition is disposed of as above.
