In view of the submission made on behalf of the respondents that the respondents are regulating movement across the bridge connecting to the main land in Ward 10 of Sree Narayanapuram Grama Panchayat, and that immediate steps would be taken for construction of a new bridge as the tender process has been completed, we dispose of this W.P(PIL) by recording the aforesaid submission and directing the authorities concerned to issue immediately the work order to the successful tenderer and to ensure that the bridge is constructed within the time frame stipulated in the relevant contract.

2. It is open for the authorities concerned to approach the Election Commission for permission to award the contract in the meantime, if such permission is required due to enforcement of the Model Code of Conduct. In the event, any such request is made, we direct the Election Commission to take a decision in this regard considering that it involves construction of a bridge for the benefit of the public. Till such time the construction of the new bridge is completed, the safety of pedestrians, the vehicles and the bridge shall be ensured by the Local Panchayat authorities.

W.P(PIL) is disposed of.
