The petitioners have filed this writ petition challenging Ext.P18 order of the Tribunal for Local Self Government Institutions ('the Tribunal' for short), Thiruvananthapuram. The petitioners have leased out an item of property owned by them to the 2nd respondent for construction of a petroleum outlet. It is the case of the petitioner that the 2nd respondent has obtained the necessary consent and permissions, Exts.P1 to P10. However, an application for building permit submitted by them was objected to by the 3rd respondent Panchayat. The said order was the subject matter of challenge before the Tribunal. As per Ext.P11, the order of rejection was set aside. Later on, by another order Ext.P12, the subsequent application made by the petitioners were also rejected. By Ext.P13 order, the Tribunal has set aside the said order also. Thereafter, the petitioners were issued with Ext.P14 building permit.
2. In the above circumstances, the 1st respondent challenged Ext.P14 building permit before the Tribunal. As per Ext.P15, the Tribunal has set aside the same and directed the 3rd respondent to consider the matter afresh. The 3rd respondent thereupon conducted a site inspection,
