J U D G M E N T
The first petitioner is a company incorporated under the Companies Act , 1956. The second petitioner is the Chairman of Consumer Vigilance Cell claims to be a registered society registered under the Travancore Cochin Literary, Scientific and Cultural Societies Act , 1946 engaged in protecting the interest of the consumers of cable TV network. They are aggrieved by the delay on the part of respondents 1 and 2 in taking decision on the inter- operatability/portability of Set Top Box (STB) used in Digital Addressable Cable TV System (DAS). The first petitioner is providing cable TV in an around in Kollam city.
2. The inter-operatability of DTH/cable is under the consideration of TRAI and recommendations are awaited as evident from Ext.P2, the information provided to second petitioner under the Right to Information Act , 2005 by the first respondent. Petitioners' request in Exts.P3 and P4 is suggestive measures to allow the continuation of analogue transmission till the implementation of multi CAS supported STBs with at least one common CAS software.
