1.This application under Article 227 of the Constitution of India is filed seeking a direction for an earlier disposal of R.C.A.No.81/2015 on the files of the Additional District Judge- III (Rent Control Appellate Authority), Thalassery. We had called for a report from that court. The learned Additional District Judge has promptly given a report over FAX, which discloses, among other things, that the petitioner had moved I.A.No.1249/2016 for early disposal of the RCA and that was dismissed by the Appellate Authority. However, the petitioner has not disclosed that fact in this original petition.

2.Be that as it may, we also note that the court below is overloaded with work, as is the situation in almost all the courts in Kerala. According to the Officer, there are 600 cases O.P.(RC)163/16 :-2-:

up to the year 2014, including cases of 2008, 2009 and 2010 pending before him. He has to also decide 8 cases of remand prisoners which are pending in his court and also to handle 12 cases of remand prisoners which are pending in Additional Sessions Court-IV, Thalassery, charge of which Court is held by the Additional District Judge-III presently.
