JUDGMENT

The petitioners being the Secretary and Board of Directors of the Venjaramood Service Co-operative Bank Ltd., apprehend that the elections to the Board of Directors scheduled on 12.1.2014 would be disrupted. The petitioners apprehension is mainly against casting of bogus votes and the possible disruption of polling by miscreants. With respect to the apprehension of bogus votes being cast, there cannot be issued any general directions. However it is trite that the Returning Officer, on any particular voters identity being challenged, has to verify the identity with reference to the

6B registers maintained by the Society.

2. The petitioners also contend that the polling as such should be videographed again to ensure that there is no allegation of casting of bogus votes or otherwise in the polling to be proceeded with. Definitely it cannot be the burden of the Society to defray the WP(C).479/14 expenses of such videography. If any of the members of the Board of Directors personally deposit the amount for videography, with the Returning Officer well in advance, then the Returning Officer shall take steps to conduct such videographing of the polling under his supervision and the C
