2026 Supreme(Online)(Ker) 44061

IN THE HIGH COURT OF KERALA AT ERNAKULAM
Raja Vijayaraghavan V, K. V. Jayakumar, JJ
Travancore Devaswom Board – Appellant
Versus
Deputy Director – Respondent
DBA NO. 9 OF 2026

Advocates:
For the Appellants/Petitioners: G. Biju
For the Respondents: K R Sunil

Personnel transfers and postings in major temple administrations must be based on the efficiency and integrity of the officers, verified through vigilance and audit clearances.

Headnote:The petitioner sought permission from the court to transfer the existing Executive Officer of a major temple and appoint a new officer for the 2026-2027 term. The court examined the credentials of the proposed officer in light of previous directions to ensure that only efficient and upright officers are posted to major temples. Based on an inquiry by the Chief Security and Vigilance Officer and verification by the Audit Wing, it was established that no adverse findings or outstanding dues existed against the proposed appointee. The primary issue was whether the proposed transfer and appointment complied with the court's mandate regarding the integrity and efficiency of officers in major temples. The court reasoned that since the proposed officer had a clean record during previous tenure and no audit recoveries were pending, the appointment was permissible. This Devaswom Board Application is allowed.
