ORDER
These Writ Petitions have been filed challenging the order passed by the fifth respondent dated 17.12.2019, thereby rejected the request made by the petitioners to reinstate them to the post of Hospital Worker with all service and monetary benefits.
2. Heard the learned counsel appearing on either side and perused the materials available on record.
3. The petitioners were qualified with 12th Standard. While being so, there was a ban on recruitment in first respondent Department by G.O.Ms.No.212, Personnel and Administrative Reforms (P) Department, dated 29.11.2001. Thereafter, the said ban was lifted by G.O.Ms.No.16, Personnel and Administrative Reforms (P) Department, dated 21.02.2006. In view of the ban and in order to function the newly formed Government College and Hospital in Vellore and all other regions, the Managing Director of Tamil Nadu Medical Services Corporation, by its communication dated 23.08.2004, addressed to the second respondent with regard to approval of the agency and for fixation of pay and instructed to outsource man power before entering into contract. Accordingly, the Government passed an order for outsourcing the Hospital Para Medical Staff in G.O.(2D)
