ORDER

The learned Counsel for the Petitioner submits that this Writ Petition is filed to direct the Respondents to grant the permission and protection to the Road March commencing from Thirunagar 3rd Stop to Mayil Mandabam at Thiruparankundram, Madurai on 03.02.2024, between 03.00 PM to 06.00 PM and to conduct State Level Conference adjacent to Mayil Mandabam at Thiruparankundram, Madurai on 03.02.2024 with Speaker, Mic Set and Lighting. It is his further submission that the Petitioner's petition was rejected. The representation given to the third Respondent was refused today morning.

Therefore, he was forced to file this Writ Petition.

2.The learned Additional Public Prosecutor by way of reply submits that the Respondents, by following the circular issued by the Director General of Police/Head of State Police Force Tamil Nadu, in Rc.007301/Genl.I(1)/2019, dated 09.04.2019 regarding granting of permission and organizing the meetings, had sought clarification from the Petitioner by raising 28 queries. The Petitioner had not properly answered the queries. If the Petitioner answers the queries, the third Respondent would be able to follow the guidelines and grant the permission. Instead of answering the queries, the Petitioner had straight away come to this Court by filing this Writ Petition for a Mandamus. Since the Organizers had not answered the queries, the representation given by the Petitioner seeking permission was rejected by the third Respondent today morning.

3.At this juncture, the learned Counsel for the Petitioner offers that he is not pressing with rally and he seeks permission only for conducting Indoor Meeting and Public Meeting.

4.In view of the above, the Petitioner is directed to submit fresh representation to the Respondents today itself. On receipt of such representation, if any, the Respondents are directed to consider and dispose of the same, as per the circular of the Director General of Police/Head of State Police Force Tamil Nadu, in Rc.007301/Genl.I(1)/2019, dated 09.04.2019.

With the above directions, this Writ Petition is disposed of. No costs.
