This Writ Petition is disposed of at the time of admission with the consent of the learned counsel for the petitioner and learned Government Advocate for the respondents.

2. The petitioner has filed this Writ Petition challenging the impugned proceedings of the fourth respondent, dated 04.06.2025 and for a consequential direction to the respondents to permit the petitioner to complete the work as per the work order, dated 02.02.2024.

3. The petitioner was awarded the work i.e., laying of interlock bricks, on the road, by the fourth respondent on 02.02.2022 between Eriyanviali Joint and Kuzhichavilai Vilathivilai.

4. It is submitted that after the aforesaid work order was issued to the petitioner, the petitioner had also purchased the paver block from different suppliers during the month of March 2024. However, the work order could not be implemented on account of the failure on the part of the fourth respondent to obtain necessary permission from the third respondent.

5. By the impugned communication, the work order issued to the petitioner has been cancelled by the fourth respondent with the following observations:

The learned Government Advocate for the respondents further submits that in view of the administrative sanction given by the first respondent, the work order has also been post facto cancelled by the first respondent in his proceedings bearing reference in Se.Mu.Aa.No.Aa3/2369/2023, dated 25.06.2025.

7. It is further submitted that the petitioner should work out his remedy in the manner known to law and prays for dismissal of the Writ Petition.

8. It is noticed that the petitioner was issued with work order on 02.02.2024 under MLA Fund – 2023-24 for a sum of Rs.5,00,000/- and the duration of the work was three months.
