ORDER
Mr.D.Ghandiraj, learned Special Government Pleader takes notice for the respondents 1 and 3 and Mrs.S.Devasena, learned standing counsel takes notice for the respondents 2 and 4.
2.This writ petition has been filed by the petitioner on behalf of her third daughter, who is currently residing in Belgium.
3.The petitioner has approached this Court for a Mandamus to direct the second respondent to issue a non availability certificate to the petitioner's third daughter, namely, Hemalatha Paulpandian, in Form 10 under Section 17 of the Registration of Births and Deaths Act , 1969 (herein after referred to as Act).
4.According to the petitioner, her third daughter was born on 02.05.1984.
Since the birth certificate is required, the petitioner approached the respondents for issuance of a non availability certificate in terms of Rule 13 of the Tamil Nadu Registration of Births and Deaths Rules
