In the absence of any legal ground made to challenge the location of construction and establishment of a Microbial Fertilisers Production Unit, in Ward No.26, Thirukovilur Town Panchayat, this court cannot issue any mandamus as prayed for by the petitioner.

Writ petition is dismissed. There shall be no order as to costs.
