For the Appellants/Petitioners:Mr.M.Senthil Ayyanar Government Advocate

The mootness of the review application led to its withdrawal, illustrating the principle of cessation of need for legal recourse due to changed circumstances.

Headnote:The court addressed a review application under Order XLVII Rule 1 and Section 114 of the CPC concerning a delay of 146 days in filing the review application due to subsequent developments. The petitioner stated that the review application had become moot as the election concluded and relevant submissions were made. The court recorded the endorsement made by the learned Government Advocate reflecting the petitioner's withdrawal of the review due to this change in circumstances. Ultimately, both the Writ Miscellaneous Petition and the review application were dismissed as withdrawn with finality.
