PRAYER; This writ petition has been filed under Article 226 of Constitution of India, to issue a writ of Mandamus directing the respondents to issue site visit certificate to the petitioner as per the application of the petitioner dated 12.11.2025 in e-tender notice No. 44 CE/ DO2025- 26 / date 3.11.2025 on the file of the 1st respondent.

ORDER
This writ petition has been filed seeking a direction to the respondents to issue site visit certificate to the petitioner as per the application of the petitioner dated 12.11.2025 in e-tender notice No. 44 CE/ DO2025- 26 / date 3.11.2025 on the file of the 1st respondent.
2. It is the case of the petitioner that the first respondent issued Tender Notification in E-tender notice dated 03.11.2025 regarding the construction of class rooms and many other constructions in the Government Polytechnic and Engineering and Arts Colleges situated in many districts of Tamil Nadu including Vellore District. The conditions in the above tender notification is that the tender should obtain site visit certificate from the concerned Executive Engineer and for that the tender would file an application before the concerned Executive Engineer on or before 24.11.2025. the petitioner made an application on 12.11.2025 and approached the second respondent and requested to make arrangement to visit the site and issue site visit certificate. However, no arrangement has been made to visit the site and issue site visit certificate till date. Hence, the present writ petition.
3. The learned counsel for the petitioner submitted that the second respondent being a public authority, who is duty-bound to process the application within the prescribed time-lines. The last date for submitting the application is 24.11.2025. Therefore, this Court may direct the second respondent to issue work site inspection certificate to the petitioner by today itself.
4. The learned Special Government Pleader submitted that the certificates will be issued to the petitioner by today itself during the office hours.
5. Heard the leaned counsel for the petitioner and the learned Special Government Pleader for the respondents and perused the materials available on record.
6. Considering the fact and circumstances of the case and in view of the limited request sought for by the petitioner, this Court directs the second respondent to issue work site inspection certificate to the petitioner by today itself before 5.00 P.M. The petitioner shall collect the same during office hours.
7. With the above directions, the writ petition is disposed. No costs.
Consequently, connected miscellaneous petition is closed.
