The learned counsel for the petitioner would submit that the petitioner is the absolute owner and cultivator of coconut bearing agricultural lands situated at Survey Nos.1050/1, and 1052/1, Senapathipalayam Village, Vellakoil Block, Kangeyam Taluk, Tiruppur District, and Survey No.802/B, Monjanur Melpagam Village, Paramathi Block, Pugalur Taluk, Karur District. These lands lie contiguously on either side of a narrow inter-district public road and have been continuously cultivated by the petitioner for over two decades with irrigation wells and established coconut groves. The 11th respondent company has commenced erection of 33 KV overhead transmission lines along and above the said public road abutting the petitioner's lands, without any notice, consent, or statutory approval from the competent Revenue and Panchayat authorities. Further, the learned counsel submitted that the said works are being under taken without sanction under Section 68(1) of the Electricity Act, 2003, without approval of the District Collector under Rule 3(1) of the Works of Licensees Rules, 2006, and without Panchayat permission, amounting to ultra vires and unauthoriesd exercise of power. The petitioner sent a detailed representation dated 13.10.2025 to all jurisdictional authorities. However, no action has been taken till date. Hence the present writ petition has been filed.
