ORDER

Writ petition is filed seeking a writ of mandamus, forbearing the 1^st respondent from conducting enquiry on the proposed certified standing orders submitted by the 2^nd respondent-Management, until the petitioner's representation dated 24.10.2025, is considered and disposed of.

2. Mrs.G.Djearany, learned Government Advocate, takes notice for the 1^st respondent. With the consent of both the learned counsels, the main writ petition is taken up for final disposal at the admission stage.

3. The petitioner Union is one of the recognized Trade Unions of the 2^nd respondent/Management and consists of 57 workmen. The 2^nd respondent/Management does not have certified standing orders governing the service conditions of its workmen. Therefore, in 2018, the 2^nd respondent/ Management submitted the draft standing orders to the 1^st respondent. As the draft standing orders were in English, the petitioner/Union submitted a representation on 17.07.2018, requesting translation of the draft standing orders to enable an effective response. No action followed. Subsequently, the 1^st respondent issued a notice under Section 5 of the Industrial Employment (Standing Orders) Act, 1946, calling for objections of the workmen to the draft standing orders submitted by the

2^nd respondent. The petitioner thereafter submitted the representation on 24.10.2025, seeking clarification as to whether the standing orders proposed to be certified, were the latest ones or the earlier draft submitted in 2018. Since no response was forthcoming, the petitioner filed the above writ petition for the aforesaid relief.

4. The learned counsel for the petitioner submits that, it would suffice, if the 1^st respondent is directed to dispose of the petitioner's representation dated

24.10.2025, within a time frame fixed by this Court.

5. I heard both the learned counsels and perused the materials placed on record. With the consent of both counsels, the main writ petition is taken up for final disposal.

6.In view of the facts and circumstances of the case, and without expressing any opinion on the merits of the claim, this Court directs the 1^st respondent to dispose of the petitioner's representation dated 24.10.2025, within a period of four weeks, from the date of receipt of a copy of this order.

Writ petition is accordingly disposed of. No costs.
