ORDER

This writ petition is filed to direct the first respondent to pass appropriate orders on merits and in accordance with law on the representation submitted by the petitioner on 26.12.2024 and 25.09.2025, for promotion as Superintending Engineer from 23.03.2023 and as Chief Engineer from 17.04.2025, with all service and monetary benefits.

2. By consent of both the parties, this writ petition is taken up for final hearing at the stage of admission itself.

3. The case of the petitioner is that the petitioner was originally appointed as Fitter in the third respondent and promoted as Executive Engineer on 27.01.2016. The next promotion to the petitioner is, the post of City Engineer, as per the Tamil Nadu Municipal Corporation Service Rules, 1996, now Superintending Engineer from 23.03.2023 and Chief Engineer from 17.04.2025. However, the petitioner was not issued with the aforesaid promotion due to adverse remarks in the personal files. Thereafter, the said remarks were expunged by the Government. Therefore, the petitioner made a representation dated 26.12.2024 and 25.09.2025, to promote him as Superintending Engineer from 23.03.2023 and as Chief Engineer from 17.04.2025, with all service and monetary benefits. However, the said representations was not considered, as on date. Hence, the petitioner has come forward with the present writ petition.

Though very many grounds have been raised in this writ petition, learned counsel for the petitioner submits that, it would suffice, if this Court, issues a direction to the first respondent to consider the petitioner’s representations dated 26.12.2024 and 25.09.2025, as expeditiously as possible.

5. Learned Additional Government Pleader appearing for the respondents submits that, the petitioner’s representations dated 26.12.2024 and 25.09.2025 will be considered and appropriate orders will be passed within a time frame that may be stipulated by this Court.

6. Heard the learned counsel on either side and perused the materials available on record.

7. Considering the limited relief sought for by the learned counsel for the petitioner, this Court, without going into the merits of the case, directs the first respondent to consider the petitioner’s representations dated 26.12.2024 &

25.09.2025 and pass appropriate orders, on merits and in accordance with law, within a period of six (6) weeks from the date of receipt of a copy of this order.

8. With the above direction, this Writ Petition stand disposed of. No costs.
