Prayer : Writ Petition is filed under Article 226 of the Constitution of India praying for issuance of Writ of Certiorarified Mandamus to call for the records relating to the Impugned Pending receipt vide P/ Perundurai / 114/ 2025 dated 01.12.2025 issued by the respondent and quash the same and consequently direct the respondent to register the Modified Lease Deed dated 01.12.2025

presented by the petitioner company.

ORDER

A lease deed was executed in favour of the petitioner by SIPCOT on

03.10.2012. On the ground that the name of the petitioner company had changed, the petitioner executed a modified lease deed dated 28.10.2013. Since the terms of the agreement with SIPCOT required approval for changes in shareholding, a further modified lease deed was executed on 01.12.2025 and presented for registration. The present writ petition relates to a receipt issued in that regard.

2. Learned counsel for the petitioner submits that the respondents have failed to register and release the document. He submits further that a direction may be issued to do so in a time bound manner.

3. Mr.U.Baranidharan, learned Special Government Pleader, accepts notice for the sole respondent. He submits that either the document would be released or further action would be taken, if warranted, under Section 33 of the Indian Stamp Act, 1899.

4. Considering the above submissions, this writ petition is disposed of by directing the respondent to consider the request for registration and either register and release the document or take further action in accordance with the Indian Stamp Act. In either case, a decision shall be taken within three weeks from the date of receipt of a copy of this order after providing a reasonable opportunity to the petitioner. There will be no order as to costs.
