PRAYER This writ petition filed under Article 226 of the Constitution of India to issue a writ of certiorarified Mandamus to call for the records relating to the impugned order issued by the 4th Respondent in No.E- 42099 /court- case /CLMS/Welfare/2025/1698 dt 27.03.2025 and to quash the same and consequently directing the 2nd and 3rd respondents to implement centralized Liquor Management system (CLMS) in favour of retired personnel of Central Industrial Security Force (CISF) in accordance with the order of 2nd Respondent issued in No.27011/ 26/ 2019/Rehabilitation and welfare dated

04.03.2021.

ORDER

Challenging the order passed by the 4^th respondent dated 27.03.2025 excluding CISF Personnel from the implementation of the Central Liquor Management System(CLMS), the present writ petition has been filed.

2. It is the contention of the petitioner that though the liquor facility is being provided to the serving and retired personnel of the Central Armed Police Forces (CAPFs), including CISF, as per the policy decision taken by the Ministry of Home Affairs(MHA). However, the communication issued by the 4^th respondent indicated that CISF shall not be included while implementing the Central Liquor Management System,(CLMS). Hence, the present writ petition has been filed.

The learned counsel appearing for the petitioner would submit that in W.P.(C) Nos. 26181 of 2024 and 3418 of 2025, the Hon’ble High Court of Kerala vide judgment dated 21.10.2025 declared that the retired CISF Personnel are entitled to purchase liquor through CLMS system from CRPF Liquor Canteens or any other liquor canteens of CAPFs. The Court, further directed the 4^th respondent/ Department of Excise, Secretariat, State of Kerala to provide the data of the retired CISF personnel to the liquor canteens of other CAPFs as per CLMS requirements. Subsequently, the Apex Body Meeting of the Welfare and Rehabilitation Board, MHA, in its meeting, has conveyed concurrence to extend the facility of the CLMS to retired personnel.

The learned counsel appearing for the respondents would submit that since the Apex Body has also decided to extend the facility of supply of liquor to the retired CRPF personnel, the same will be implemented in due course after collecting the necessary details of the retired personnel in this regard.

5. Recording the said submission, the respondents are directed to implement the decision taken in the Apex Body Meeting held on 11.11.2025 in this regard within a period of six weeks from the date of receipt of a copy of this order.

6. With the directions, this writ petition is disposed of. No costs.

Consequently, connected miscellaneous petitions are closed.
