PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondent to call the petitioner for physical certificate verification for Field Surveyor under PSTM quota of the next level in provisionally screened certificate verification list dated 20.02.2023 to the petitioners Registration No. 1001014070 in Tamil Nadu Public Service Commission Advertisement no. 622, notification no. 18/2022 dated 29.07.2022 and to pass such orders and further orders as may be deemed necessary on the facts and in

the circumstances of the case.

The petitioner has participated in the selection process for the direct recruitment to the post of Field Surveyor and Draftsman included in Tamil Nadu Survey and Land Records Subordinate Service and Surveyor-cum-Assistant Draughtsman in Tamil Nadu Town and Country Planning Subordinate Service, as per the Tamil Nadu Public Service Commission Notification No.

18/2022. The petitioner claims that he has studied up to 12 standard and in Tamil medium. Thereafter he studied Diploma in Civil Engineering in English medium and he has completed his graduation in B.E., Civil in Tamil medium. According to the petitioner, though he has studied 12^th standard and degree in tamil medium, he has not been considered for the above posts under the reservation meant for persons, who have studied in Tamil medium.

Therefore, the petitioner has filed this writ petition seeking a writ of Mandamus directing the respondents to permit him to appear for physical certificate verification and to consider his candidature for the post of Field Surveyor, as per Tamil Nadu Public Service Commission Notification No.18/2002, dated 29.07.2022. 2.The learned counsel for the petitioner submits that the petitioner has all along studied only in Tamil medium. He has also enclosed the educational certificates. Therefore, he is eligible under the reservation of persons studied in Tamil medium.

3.The learned Standing Counsel appearing for the respondent has denied the averments made by this petitioner. He further submits that the required qualification for post of Field Surveyor/Draftsman/Surveyor-cum-Assistant Draughtsman is Diploma in Civil Engineering. However, this petitioner has not studied the Diploma in Tamil medium. Though the petitioner claims that this petitioner has studied up to 12th standard and the degree in Tamil medium, he has not studied the required qualification of Diploma in Civil Engineering in Tamil medium and therefore, he cannot avail the benefit under the PSTM reservation (Persons Studied in Tamil Medium)

4.Recording the aforesaid submissions made by the learned Standing Counsel appearing for the respondent, this writ petition is dismissed. No costs. Consequently, connected Miscellaneous petition is closed.
