This petition has been filed by the petitioner / appellant to permit him to take out paper publication for the 3^rd respondent.

2. According to the petitioner, already he has taken out notice to the 3^rd respondent and inspite of several attempts, he was unable to serve notice to the 3^rd respondent. Therefore, filed the present petition for substituted service of notice.

3. Heard the learned counsel appearing for the petitioner and the learned counsel for the respondents 1 and 2 and perused the documents placed on record.

4. Considering the reasons stated in the affidavit filed in support of the petition and the facts and circumstances of the case and in order to serve proper notice to the 3^rd respondent, this petition is allowed. The petitioner / appellant is directed to effect paper publication through Makkal Kural, Tamil Daily circulating at Chennai District by indicating the date of hearing as
