ORDER

The writ petition has been filed seeking issuance of a Writ of Mandamus, directing the respondents to consider the petitioner’s representation dated 26.11.2025, complete the enquiry proceedings initiated in Na.Ka.No. 2847127/2025/U(3) dated 08.09.2025 for grant of patta, and pass final orders on merits in accordance with law within the time fixed by this Hon’ble Court.

2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.

3. The learned counsel for the petitioner submits that the petitioner is the absolute owner of the subject property and that the enquiry proceedings for grant of patta were initiated by the respondents vide Na.Ka.No.2847127/2025/U(3)

dated 08.09.2025 and are still pending without final orders. The petitioner has submitted a detailed representation dated 26.11.2025, requesting early completion of the enquiry and issuance of patta, which has not been considered till date. The prolonged inaction on the part of the respondents is arbitrary, unreasonable, and violative of the principles of natural justice. Hence, the present Writ Petition.

4. The learned Additional Government Pleader appearing for the respondents submits that the respondents 2 to 4 require 12 weeks' time to complete the enquiry and pass orders in accordance with law after affording sufficient opportunity to all the stakeholders.

5. Recording the aforesaid submission and without expressing any opinion on the merits of the matter, this writ petition is disposed of with a direction to the respondents 2 to 4 to conclude the enquiry on the representation of the petitioner dated 26.11.2025 and pass appropriate orders on merits and in accordance with law, after providing reasonable opportunity during such enquiry to the petitioner and also any other persons, who may be affected by such decision, within a period of twelve weeks from the date of receipt of a copy of this order. In the event of any rival claims, the parties are at liberty to work out their remedies before the Civil Court. There shall be no order as to costs.
