Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents 4 and 5 herein to reschedule and conduct special examination for the ninty seven 2nd year students (Name list annexed) as well as arrear students for the B.P.Ed. programme for the Odd Semester Regular Examination November 2025 in the petitioners college namely K.R College of Physical Education, Vedasandur as early as possible by allotting exam centre at petitioners college or any other centre close by and to publish the results and pass such further or other orders as this Honble Court may deem fit and proper in the circumstances of the case and thus render justice.

The above writ petition has been filed for the following relief:-

“Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents 4 and 5 herein to reschedule and conduct special examination for the ninty seven 2nd year students (Name list annexed) as well as arrear students for the B.P.Ed. programme for the Odd Semester Regular Examination November 2025 in the petitioners college namely K.R College of Physical Education, Vedasandur as early as possible by allotting exam centre at petitioners college or any other centre close by and to publish the results and pass such further or other orders as this Honble Court may deem fit and proper in the circumstances of the case and thus render justice”

2. Mr.R.Gowri Shankar, learned Panel Counsel takes notice on behalf of the respodents 1 and 2. Mr.T.Amjad Khan, learned Government Advocate takes notice on behalf of the respondents 3 to 5.

3. By consent of both the parties, the writ petition is taken up for final disposal at the admission stage itself.

4. The case of the petitioner is that the petitioner college is running B.P.Ed., degree course from the year 2017 and they have been conducting both theory and practical examinations in the petitioners' college itself for the past 8 years. The 4^th respondent University scheduled the Odd Semester Time Table for the 2^nd year B.P.Ed Students and the hall tickets had also been issued.

5. While so, all of a sudden, the 5^th respondent vide mail dated 14.11.025 informed that they are withholding the examination for the 1^st and 2^nd year students. Aggrieved by the same, the petitioner had approached the Additional Chief Secretary to Government Youth Welfare and Sports Development Department through his representative and explained the position. Based on his request, 4^th respondent had informed that the examinations for the 1^st and 2^nd year students would be conducted at Dr.Sivanthi Adithanar College of Education, Thiruchendur. However, the Principal of the said college had orally informed that they will not conduct examination for the 2^nd year and arrear students.
