O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the respondents to consider the representation of the petitioner dated 03.12.2025 for the grant of a separate individual patta in the name of the petitioner in respect of the subject property.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

3. The case of the petitioner is that the subject property was purchased by the petitioner on 30.12.2011. The petitioner submitted a representation dated 28.12.2012 to the second respondent seeking classification of the land and issuance of an individual patta in the name of the petitioner. The second respondent forwarded the same to the Commissioner of Land Administration for reclassification of the land.

4. Since no action was taken by the Commissioner of Land Administration, the petitioner filed W.P.No.2222 of 2014 before the Principal Bench of this Court at Chennai. The Principal Bench of this Court, vide an order dated 27.01.2014, directed the petitioner to submit a detailed representation to the Commissioner of Land Administration, on receipt of which the Commissioner of Land Administration passed an order directing the second respondent to examine all the land records, ensure correct entries in the village accounts and pass appropriate orders within a period of three months.

5. Though the second respondent made necessary changes in the revenue records, the individual patta was not issued to the petitioner by subdividing the land. Despite several representations submitted by the petitioner to the respondents and the Commissioner of Land Administration, the land was neither subdivided nor an individual patta was issued.

6. Finally, the petitioner submitted a representation dated

03.12.2025 to the second and third respondents, which also did not evoke any response. Hence, the petitioner has been constrained to file the present Writ Petition.

7. The learned Special Government Pleader appearing for the respondents would submit that the petitioner's representation dated 03.12.2025 would be considered and appropriate orders would be passed by the fourth respondent within a period of twelve weeks.

Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the fourth respondent to consider the petitioner’s representation dated 03.12.2025 and pass appropriate orders on its merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The fourth respondent is also directed to provide a reasonable opportunity of hearing to the petitioner and any other interested parties who may be affected by such decision before passing any order. In the event of any rival claims, the parties are at liberty to pursue their remedies before the competent Civil Court. There shall be no order as to costs.
