Writ Petition is filed under Article 226 of Constitution of India praying to issue a Writ of Certiorarified Mandamus calling for the records of the impugned rejection order of non-selection of the petitioner vide memorandum No. 14859 / 2022 / M1 dated 27.02.2024 uploaded on 20.03.2025 issued by the 2nd respondent and quash the same, consequently direct the respondents to select and appoint the petitioner in the posts 9 to 15 under PSTM category as per notification No. 01/ DMA /

O R D E R

This writ petition has been filed challenging the order dated

27.02.2024 which was uploaded on 20.03.2025 thereby rejecting the candidature of the petitioner for the post of Assistant Engineer Town Planning Officer Grade-II, Junior Engineer, Technical Assistant, Draughtsman, Overseer, Town Planning Inspector, Work Inspector and Sanitary Inspector.

The second respondent issued notification dated 02.02.2024 for recruitment to the post of Assistant Engineer Town Planning Officer Grade-II, Junior Engineer, Technical Assistant, Draughtsman, Overseer, Town Planning Inspector, Work Inspector and Sanitary Inspector including backlog vacancies along with persons studied in Tamil medium.

The petitioner had applied for engineering posts i.e. Junior Engineer to Civil Engineer. The petitioner who is qualified with 10th standard and Diploma in Mechanical Engineering, studied the entire studies in tamil medium. After clearing the written examination, he was called for interview. The petitioner also attended interview and during the certificate verification, the petitioner produced educational certificates including PSTM certificate. However, the candidature itself was cancelled on the ground that he is not eligible for PSTM category by quoting the orders passed in WP.Nos.31038, 39731 and 35457 of 2024 dated 13.03.2025.

3. On perusal for records, it is revealed that the petitioner studied upto 10th standard in tamil medium and he completed his Diploma in Mechanical Engineering in Tamil medium. He was also issued Tamil medium certificate by college dated 05.03.2024.

On instruction, the learned Additional Government Pleader appearing for the respondents submitted that as per circular issued by Director of Technical Education dated 14.08.2024, no one had studied engineering and diploma courses in Tamil medium till 2022-2023. On perusal of circular dated 14.08.2024 issued by the Director of Technical Education, it is clear that though persons studied in engineering and diploma courses till 2022-2023, there was no medium of tamil in engineering and diploma courses till 2022. Only from the year 2022- 2023, all the colleges were instructed to follow the medium of Tamil in the engineering and diploma courses. Therefore, there is no question of PSTM certificate issued for persons studied engineering and diploma courses till 2022. Further, the colleges which issued such certificates were issued notices for appropriate action.

5. That apart, the entire selection has been over and as such, the petitioner’s candidature was rightly rejected and this Court finds no infirmity or illegality in the impugned memorandum.

6. Accordingly, this writ petition is dismissed. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.
