Prayer:
Writ Petition filed under Article 226 of the Constitution of India praying for issuance
of a Writ of Certiorarified Mandamus, to call for the records relating to the impugned
order passed by the 2nd respondent in Na.Ka.No.13/D4/PS/2026 dated 24.01.2026 to
quash the same and consequently, to direct the respondents to grant permission to
conduct the Kabadi Tournament on 31.01.2026 and 01.02.2026 at Thaalakudi
Village, Lalgudi Taluk, Trichy District, on the basis of representation, dated
25.01.2026.
ORDER
The present Writ Petition has been filed for the issuance of a Writ of Certiorarified
Mandamus, to quash the impugned order passed by the 2nd respondent in Na.Ka.No.
13/D4/PS/2026 dated 24.01.2026 and consequently, to direct the respondents to grant

##PAGE2##permission to conduct the Kabadi Tournament on 31.01.2026 and 01.02.2026 at
Thaalakudi Village, Lalgudi Taluk, Trichy District, on the basis of representation,
dated 25.01.2026.
2.The petitioner has arranged for the Kabadi Tournament in memory of two kabaddi
players. However, the respondents have rejected the permission citing a murder
which had happened after the completion of the earlier Kabadi Tournament. Another
reason that is cited is that the petitioner has not followed the standard operating
procedures.
3.It is seen that the impugned order does not mention the standard operating
procedures which has to be followed. Therefore, the impugned order is quashed.
4. The rejection order was passed for the earlier dates. Now, the petitioner is seeking
to conduct the tournament in subsequent dates.
5.Therefore, the respondents are directed to consider again, impose the conditions and
standard operating procedures and also fix the timings of the tournament. The
petitioner is directed to file an undertaking affidavit stating that he would follow all
the standard operating procedures that would be prescribed by the respondents.
Further, the petitioner will be made liable if any untoward incident happens.

##PAGE3##6.With the above observations, this Writ Petition is allowed. There shall be no order
as to costs.
