Prayer: Writ Petition is filed under Section 226 of the Constitution of
India for issue of Writ of Certiorarified Mandamus, calling for the
records relating to the order passed by the 2nd respondent in
Na.Ka.No.2424/F3/20221 dated 24.12.2025 quash the same only in so
far as the extension of lease period for two months and direct the
respondents 1 to 6 to grant extension of lease period for fishing in the
"Pamparu Tank" Uthangarai Taluk, Krishnagiri District which was
granted as per the orders of the 6th respondent dated 09.03.2021 in
Se.Mu.No.2558/E/2018 for further period of one year from 02.03.2026.

O R D E R
This writ petition is filed for the following relief:
“To call for the records relating to the order passed
by the 2nd respondent in Na.Ka.No.2424/F3/20221 dated
24.12.2025 quash the same only in so far as the extension
of lease period for two months and direct the respondents 1
to 6 to grant extension of lease period for fishing in the
"Pamparu Tank" Uthangarai Taluk, Krishnagiri District
which was granted as per the orders of the 6th respondent
dated 09.03.2021 in Se.Mu.No.2558/E/2018 for further
period of one year from 02.03.2026.”
2. The petitioners are members of the 7th respondent Cooperative
Society.
3. The case of the petitioners is that except fishing there is no
other occupation for its members. The petitioners would submit that
the “Pamparu Dam” is under the control of the Fisheries Department
and that previously fishing rights of the above dam was leased out to
their society and the period of lease is to expire on 02.03.2026.

4. The petitioners would submit that during the tenure of the
lease, due to "Fengal Cyclone" there was heavy rain fall in Krishnagiri
District and due to which, the dam shutter was opened and the entire
inflow of water was released from the dam. The petitioners would
submit that their 12 coracles and 120 kg of fishing nets were washed
away in the flood.
5. Thereafter, the 2nd respondent without any notice and enquiry
with the petitioners, passed an order in Na.Ka.No.2424/F3/2021
extending the lease period only for 2 months from the date of expiry of
existing lease period i.e. 02.03.2026. Hence, the petitioners are before
this Court.
6. This Court in a similar case in WP.No.22999 of 2025 dated
02.07.2025 has passed the following order:
