PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certitiorarified Mandamus, to call for the records relating to the impugned rejection order dated 12.01.2026 passed by the 3rd respondent, quash the same, and consequently direct the respondents to grant permission and provide necessary police protection to conduct the traditional Double Bullock Cart (Rekla ) Race on 15.02.2026 between 05.30 a.m., and 09.00 a.m., at Batlagundu, Dindigul District.

O R D E R
This petition has been filed seeking to call for the records relating to the impugned rejection order dated 12.01.2026 passed by the 3rd respondent, quash the same, and consequently direct the respondents to grant permission and provide necessary police protection to conduct the traditional Double Bullock Cart (Rekla ) Race on 15.02.2026 between 05.30 a.m., and 09.00 a.m., at Batlagundu, Dindigul District.

The learned counsel for the petitioner submitted that the respondents have refused to grant permission to conduct the traditional Double Bullock Cart (Rekla) Race on the ground that the proposed route is a busy road and that, during holidays, the public frequently travels to Kodaikanal. He further submitted that the petitioner seeks permission to conduct the traditional Double Bullock Cart (Rekla) Race from Batlagundu Ashma Mahal to G. Thummalappatti Road and prayed that this Court may be pleased to allow the petition.
3. The learned Government Advocate (Criminal Side) submitted that the respondents are ready and willing to grant permission to conduct the traditional Double Bullock Cart (Rekla) Race on an alternative route.
4. Considering the above submissions, this Court directs the respondents to permit the petitioner to conduct the traditional Double Bullock Cart (Rekla) Race on 15.02.2026 from Batlagundu Ashma Mahal to G. Thummalappatti Road and to provide necessary police protection. The respondents are further directed to impose appropriate conditions and fix the time for conducting the event, in accordance with law.
5. With the above directions, this Writ Petition (Criminal) is disposed of.
