ORDER

The present Writ Petition has been filed for the issuance of a Writ of Certiorarified Mandamus, to quash the impugned order dated 29.01.2026 passed by the second respondent and consequently, direct the second respondent to grant permission to the petitioner for conducting Dharna before the District Collector Office, Thanjavur, on 16.02.2026.

2. Through the impugned order, the respondents rejected the request on the ground that the said place is not suitable and instead allotted a place near the Panagal Building. However, the petitioner submitted that the present District Collector Office is situated on the outskirts and that there would be no disturbance to others . Therefore, the petitioner is seeking to conduct the Dharna before the Collector Office. However, the respondents submitted that a National Highway passes through the vicinity of the Collector Office. The same is recorded.

3. Accordingly, the impugned order is quashed. The respondents are directed to grant permission to the petitioner to conduct the Dharna before the District Collector Office. However, the petitioner is permitted to conduct the Dharna with only 50 persons. They shall not block the Highway or cause any disturbance to persons visiting the Collector Office. The petitioner is permitted to use only a box speaker.

4. With the above direction, this writ petition is disposed of. No Costs.
