O R D E R

This writ petition is filed for a mandamus directing the first respondent to inspect the 3^rd respondent Deemed University to issue the B.A., LL.B., (Honours) degree certificate without insisting on any convocation fee and the penalty fee and to conduct an enquiry under Section 29(1) of the University Grants Commission Regulations, 2023.

2. Upon hearing the Learned Counsel for the petitioner, the petitioner submits that the petitioner does not want to participate in the convocation and for those of the candidates who are not willing to participate in the convocation, the 3^rd respondent University is insisting on the convocation fee and also further penalty for not paying the convocation fee in time.

3. The Learned Counsel for the second respondent submits that a counter affidavit has been filed and since they are nothing prayed as the second respondent namely, National Assessment and Accreditation Council, no time need be extended as far as the second respondent. The contention of the petitioner is that the 3^rd respondent is not entitled to collect the said fee and the degree certificate has to be granted to the petitioner.

4. The writ petition is resisted by the 3^rd respondent, even though notice is served.

5. In view thereof, the writ petition is allowed on the following terms:

The 3^rd respondent shall forthwith send the B.A., LL.B., (Honours) degree certificate to the petitioner by registered post with due acknowledgement to the address of the petitioner at No.41/9, 6^th Street, A Block, 3^rd Avenue, Anna Nagar East, Chennai- 600 102, within one week from the date of receipt of the web copy of this order, without waiting for the certified copy of the order.

There shall be no order as to costs.
