The petitioner, who was working as District Registrar in the Registration Department retired from service on attaining the age of superannuation on 30.09.2013. The petitioner, with a grievance that his juniors have been promoted to the post of Assistant Inspector General of Registration has submitted a representation to the respondents on 14.02.2022, seeking notional promotion with effect from 27.09.2013, however
