The court directed the electricity department to consider a valid application for a fresh service connection submitted in accordance with the applicable distribution code and law.

PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, to direct the 2nd respondent to consider the petitioner’s online application vide Ref.No.20009312012686 dated 21.01.2026 along with requisite documents and with a direction to provide electricity service connection to the house property at Door No 7A, Rajivu Gandhi 2nd Cross street, Pallikaranai, Sholinganallur Taluk, Chennai 600 100, within a time frame as this Honble Court may deem fit and pass orders.

ORDER

The writ petition has been filed seeking a mandamus to the second respondent to consider the petitioner's online application in Ref.No.20009312012686 dated 21.01.2026, and to provide electricity service connection to the subject property.

The case of the petitioner is that she and her sister Angalammal are in joint occupation of the house property having an extent of 600 sq.ft., in a Government poromboke land bearing Door No.7A, Rajivu Gandhi II Cross Street, Pallikaranai Village, Sholinganallur Taluk, Chennai. The said property was assessed to property tax, water tax etc., The petitioner would submit that the electricity service connection of the said property was disconnected and the same could not be restored, as there was a lapse of two years in renewing the service connection. Due to non-availability of electricity connection, the petitioner's family could not continue to reside and was forced to move out of the subject property. Therefore, on 19.01.2026, the petitioner had made an online application to provide fresh electricity service connection in her favour, and the same was taken on file in Ref.No.20009312012686. Necessary indemnity bond and affidavit of undertaking as prescribed under Clause 27(12) of the Tamil Nadu Electricity Distribution Code was also furnished by the petitioner. Further, the petitioner's sister, who is the co-occupant of the subject property had given a ‘No Objection cum Consent Affidavit” to grant fresh electricity service connection in the name of the petitioner. Despite several requests made to the second respondent in person, the authorities have not taken action on the petitioner’s application. Hence, the petitioner is before this Court.

Heard the learned counsel on either side and this Court also perused the records available before it.

Considering the limited request made by the petitioner, this Court without going into the merits of the case, directs the second respondent to consider the petitioner's online application in Ref.No. 20009312012686 submitted before them and provide a fresh electricity service connection to the subject house property of the petitioner, in accordance with law, within a period of two weeks from the date of receipt of a copy of this order.

With the above directions, the writ petition is disposed of. No costs.
