and quash the same and consequently direct the 4th Respondent to

recommend to issue citizenship to petitioner's sons namely Kingston Ferron

and Winston Ferron based on the petitioner's representation dated

15.11.2025, to the 1st respondent through the 2nd respondent within a time

stipulated by this Court.

ORDER

This Writ Petition has been filed challenging the impugned

communication issued by the 4th respondent in O.Mu.No.C5/4019873/2025

and to direct the 4th Respondent to recommend to issue citizenship to

petitioner's sons namely Kingston Ferron and Winston Ferron based on the

petitioner's representation dated 15.11.2025, to the 1st respondent through

the 2nd respondent.

2. The learned counsel appearing for the petitioner would submit that

initially the petitioner made a representation to the fourth respondent /

District Collector, Madurai District on 15.11.2025 for issuance of citizenship

to the petitioner's sons. However, the fourth respondent, vide impugned

communication dated 05.12.2025, directed the petitioner to make an

application through online. Since such provision to make an application

through online was not available to the petitioner, the present Writ Petition

has been filed. However, subsequently, the fourth respondent accepted the

application of the petitioner and forwarded the same to the second

respondent and now, the second respondent has to forward the same to the

first respondent. He therefore, prayed for appropriate orders.

3. The learned Deputy Solicitor General of India appearing for the first

respondent would submit that once the second respondent forwards the

report after conducting enquiry on the representation of the petitioner, the

first respondent will take appropriate decision in accordance with law.

4. Upon hearing either sides, this Court directs the second respondent

to conduct enquiry on the representation of the petitioner as provided under

the law and thereafter, forward the report to the first respondent. On receipt

of such report, the first respondent is directed to take appropriate decision in

accordance with law.

5. Accordingly, this Writ Petition is disposed of. No costs.
