MADRAS HIGH COURT
G. K. Ilanthiraiyan, J.
Nancy Anitha v. Chairman and Managing Director LPG Business Unit Bharat Petroleum Corporation Limited
W. P. (M. D.) No. 2106 of 2018
1. This Writ Petition has been filed challenging the order passed by the third respondent, dated 04.01.2018, thereby rejected the candidature and forfeited the deposit for the award of Gramin Vitarak at Viragalur, Tiruchirappalli District.

3. The respondents called for the distributorship of Liquefied Petroleum Gas (hereinafter referred to as 'LPG') to consumers in Trichy District. The petitioner had applied and she was selected by draw of lot as a distributor for LPG in Virugallur, Tiruchirappalli District under the open category for women. Subsequently, the petitioner was informed by the third respondent by communication dated 27.11.2017 that she was declared as a successful candidate and directed to deposit a sum of Rs.40, 000/- as a security deposit in favour of the third respondent and also directed the petitioner to submit the documents relating to Identity proof, declaration, date of birth, educational qualification, Income tax, PAN card, undertaking as applicable to appendix 4 and land documents pertaining to land in the name of the applicant or family unit, registered sale deed / gift deed / lease deed (15 years) / mutation of Government record. She also sought for further time to submit the registered lease deed for 15 years in respect of the said property. However, the third respondent, without considering the same and without giving any opportunity to the petitioner, simply rejected the candidature itself for the distribution of LPG gas.
5.
