ORDER

The petitioner has filed the present Writ Petition seeking a direction to the respondent to enable and unblock the PCI (Pharmacy Council of India) online portal/login ID of the petitioner college, permit the petitioner to edit the SIF, upload the required documents and remit the necessary fees for approval of the B.Pharm. course for the Academic Year 2026–2027, and thereafter to conduct inspection for the said B.Pharm. course.

2. The petitioner claims that it is qualified and eligible to run the B.Pharm. course and had submitted an application on 10.11.2025 through the online portal of the Pharmacy Council of India. However, at the time of submitting the said application, the petitioner did not upload the Consent Letter issued by Dr. M.G.R. Medical University. Consequently, the respondent closed the petitioner’s application on the ground that it was incomplete. It is further stated that the last date for submission of the online application was subsequently extended till 15.11.2025. Before the expiry of the said extended date, the petitioner obtained the Consent Letter from Dr. M.G.R. Medical University on 11.11.2025 and requested the respondent to enable and unblock the online portal/login ID of the petitioner college so as to upload the same and complete the application process.

The learned counsel appearing for the respondent submitted that the application submitted by the petitioner was closed since the petitioner failed to furnish the mandatory Consent Letter from Dr. M.G.R. Medical University at the time of submission of the application. It was also contended that the petitioner does not satisfy the requirements for grant of affiliation.

4. It is not in dispute that the petitioner had not produced the Consent Letter issued by Dr. M.G.R. Medical University at the time of submission of the online application. However, it is also an admitted fact that the petitioner obtained the said Consent Letter on 11.11.2025 and that the last date for submission of applications had been extended till 15.11.2025. Thus, as on the extended last date, the petitioner had already obtained the required Consent Letter.

The question as to whether the petitioner satisfies all the requirements for grant of affiliation can be considered only after the petitioner is permitted to upload the Consent Letter and complete the application process. If, upon consideration of the completed application, it is found that the petitioner does not satisfy the requisite requirements, the respondent is always at liberty to reject the same in accordance with law. At this stage, however, the respondent cannot deny the petitioner the opportunity to have the PCI online portal/login ID of the petitioner’s college enabled and unblocked for completing the application process.

In view of the above, this Writ Petition stands disposed of with a direction to the respondent to enable and unblock the PCI (Pharmacy Council of India) online portal/login ID of the petitioner’s college for the Academic Year 2026–2027. The petitioner shall thereafter be permitted to upload the Consent Letter issued by Dr. M.G.R. Medical University, edit the SIF, upload the requisite documents and remit the prescribed fees for approval of the B.Pharm. course for the Academic Year 2026–2027. The entire exercise shall be completed within a period of ten days from the date of receipt of a copy of this order. No costs.
