either through online or in person by considering the petitioner representation

ORDER
The petitioner applied for the post of Assistant Professors in the
Collegiate Educational Service in Tamil Nadu. The examination is being
conducted by the Respondent. One of the enclosures necessary for an
applicant to take examination is an experience certificate. The petitioner was
given the experience certificate by the Directorate of Technical Examination
(DOTE) only on 27.11.2025. She attempted to upload the same. However,
she was not able to.
2. The petitioner set forth her grievances and sent an e-mail to the
respondent on 29.11.2025 and 30.11.2025. To the said e-mails, a response
was given by the grievance cell of the respondent that as the certificate had
not been uploaded, the application has not been submitted properly. She
immediately responded to the same by way of an other e-mail on 15.12.2025
stating that she had made attempts to upload but was not able to and that she
contacted the toll free help line number of the respondent and had been
advised to send an e-mail mentioning the application number. Let, as no
response emanated from the respondent, she has before this Court by way of
writ of Mandamus.
3. When the matter was mentioned this morning, I informed

Mr.M.Lokesh representing Mr.Ma.P.Thangavel to inform the standing
counsel of the respondent and serve him to the entire set of papers. I directed
the Registry to number the writ petition only thereafter. Pursuant to this
direction, Mr.Lokesh has served typed set of papers on Mr.C.Kathiravan,
learned Special Government Pleader, appearing for the respondent.
4. He has produced on instructions to say that as logistical
arrangements and security had already been completed, it is not feasible for
additional arrangements to be made for the examination to be conducted on
27.12.2025. Hence, he pleads that the writ petition be dismissed and justice
rendered.
5. I carefully considered the submissions made by both sides and gone
through the entire records.
6. The petitioner has not been disqualified on account of any lack of
educational qualification. Her application could not be processed on account
of the fact that the Directorate of Technical Examination (DOTE) had not
given the experience certificate to her in time. Hence she was unable to
upload it, even after receipt of the certificate. The typed set of papers shows
that the petitioner had made desperate attempts to upload her experience
certificate but on account of the website of the respondent not permitting such

uploading, the application could not be completed. The petitioner has not
approached this Court immediately. She had sent e-mails to the respondent on
29.11.2025 and 30.11.2025. It was
