The writ petitioner herein joined Southern Railways as Khalasi on
28.05.1981. He was promoted as a Technician Grade-I on 05.04.1994. The combined seniority list was issued on 01.04.2002. The grievance of the writ petitioner was that his seniority was not properly assigned. Challenging the same and the subsequent denial of promotion, the writ petitioner filed O.A No.1487 of 2011 before the Central Administrative Tribunal, Madras Bench. The Tribunal vide order dated 03.12.2013 dismissed the OA. Assailing the same, this writ petition has been filed.
2.It is seen that even before the dismissal of the OA, the petitioner herein had retired from service on 30.06.2012. The Tribunal had declined to grant relief to the petitioner only for the reason that the challenge to the revision of seniority was mounted after a lapse of almost ten years.
