Order

This Writ Petition has been filed by the petitioner to direct the respondents to consider his representation dated 19.02.2026 and issue the petitioner’s Provisional Certificate and Third-Year Mark Sheet of the BCA degree.

2. Case of the petitioner is that he enrolled in the Bachelor of Computer Applications (Lateral Entry-II) during the academic session 2013-2015 and he successfully cleared all the subjects and completed the course without any arrears in the said academic sessions. Hence, he approached the respondents Office to obtain the third-year mark sheet, Transfer Certificate and provisional certificate. The Transfer Certificate was issued to the petitioner, however, he was refused to provide the third-year mark sheet alleging that he had not attended the 8-day Personal Contact Program and he was compelled to attend the PCP classes again. Aggrieved over which, though several representations were given to the respondents, no steps were taken to issue the mark sheet and certificate. The petitioner owing to his family situation, again sent a representation on 19.02.2026. Since no order was passed on the said representation, the petitioner is before this Court.

3. The learned counsel appearing for the petitioner would submit that it would suffice, if the third respondent is directed to dispose of the representation of the petitioner dated 19.02.2026 on merits and in accordance with law, within a specified period.

4. The learned counsel appearing for the respondents has no objection for such an order being passed by this Court.

5. Heard the learned counsel appearing for the petitioner and learned counsel appearing for the respondents.

6. In view of the limited request made by the learned counsel appearing for the petitioner, this Court, without going into the merits of the case, directs the third respondent to consider the representation of the petitioner dated 19.02.2026 and pass appropriate orders on merits and in accordance with law within a period of six weeks from the date of receipt of a copy of this order.

7. With the above direction, this Writ Petition is disposed of. There shall be no order as to costs.
