2. The petitioner is presently residing at Therakalpudur, Kanyakumari District. He got married and through the marriage, two children were born. The petitioner applied to the Revenue Divisional Officer, Nagercoil for issuance of community certificate. The case of the petitioner is that he belongs to Hindu Kattunayakan which is a notified Scheduled Tribe. The third respondent vide order dated 16.03.2018 called upon the petitioner to approach the Revenue Divisional Officer, Sivakasi since the writ petitioner's roots are said to be from Sivakasi. Aggrieved by the same, the petitioner moved the District Collector, Kanyakumari District. The District Collector also rejected the petitioner's appeal. Challenging the stand of the respondents 2 and 3, this writ petition has been filed.
