2026 Supreme(Online)(Mad) 41876

IN THE HIGH COURT OF JUDICATURE AT MADRAS
Victoria Gowri, J
M. Srinivasan – Appellant
Versus
Regional Transport Officer – Respondent
W.M.P.No.20591 of 2026

Advocates:
For the Appellants/Petitioners: L.S. Janarthananraj
For the Respondents: P. Balathandayutham

An applicant for a transport permit must adhere to the mandatory online submission procedure stipulated by the registering authority for the consideration of their application.

Headnote:The case involves a petition filed under Art. 226 of the Constitution seeking a Writ of Mandamus to direct the respondent to receive a manual application in Form CCPA for an auto-rickshaw permit. The petitioners sought to operate within a specific radius of a corporation area. The Court observed the administrative requirement for the application process to be shifted to an online platform. The central issue was whether the respondent could be compelled to accept a physical application, or if the process must adhere to the digital submission requirement. The Court reasoned that since the authority mandated an online submission process, the petitioners must comply with the current regulatory protocol to facilitate the processing of their request. The writ petition is disposed of with the direction to the petitioners to submit their application through the online portal, and the respondent is directed to pass orders within four weeks of receiving the online application.
