2026 Supreme(Online)(Mad) 43695

IN THE HIGH COURT OF JUDICATURE AT MADRAS
G. R. Swaminathan, J
Yagna Moorthi – Appellant
Versus
Commissioner Of Land Administration – Respondent
Writ Petition

Advocates:
For the Appellants/Petitioners: P.Shanthi
For the Respondents: R.Chakkaravarthy

The court may issue a writ of mandamus to direct administrative authorities to consider and dispose of an applicant's pending representation within a specified timeframe without arriving at a definitive finding on the underlying merits of the claim.

Headnote:The petitioner filed a writ petition under Art. 226 of the Constitution of India seeking a writ of mandamus directing the authorities to issue a patta for certain land based on representations dated 18/03/2026 and 15/05/2026. The petitioner contended that he had submitted representations to the concerned revenue authorities, but no action was taken. The court framed the issue as to whether the authorities should be directed to consider the petitioner's pending representations. The court did not deliberate on the merits of the property title or the right to the patta but focused on the procedural aspect of the administrative duty to address grievances. The writ petition stands disposed of, with a direction to the authorities to conduct an enquiry and pass orders on the petitioner's representations within a period of six months.
