A Writ of Mandamus can be issued to direct a statutory authority to consider a pending representation regarding the settlement of dues, provided the authority is directed to act in accordance with law without pre-judging the merits.

By consent, the writ petition is taken up for final disposal at the admission stage itself.

2.The petitioner has filed this writ petition seeking issuance of Writ of Mandamus directing the respondents to consider the petitioner’s representation dated 21.10.2025 and consequently direct the respondents to pay a sum of Rs.10,11,629/- (Rupees Ten Lakh Eleven Thousand Six Hundred and Twenty Nine Only) towards the cost of works executed by the petitioner together with GST at 18% amounting to Rs.1,82,093/- (Rupees One Lakh Eighty Two Thousand and Ninety Three Only), in total a sum of Rs.11,93,722/- (Rupees Eleven Lakhs Ninety Three Thousand Seven Hundred and Twenty Two Only), along with 12% interest for the belated payment from the year 2023, when the works were completed, till the date of actual payment, and consequently direct the respondents to disburse the said amount within a time frame as may be fixed by this Hon’ble Court.

3.The learned counsel appearing for the petitioner submitted that the petitioner made representation dated 21.10.2025 to the respondents seeking to pay a sum of Rs.10,11,629/- towards the cost of works executed by the petitioner together with GST at 18% amounting to Rs.1,82,093/-, in total a sum of Rs.11,93,722/-, along with 12% interest for the belated payment from the year 2023, when the works were completed, till the date of actual payment, however, there is no response. Hence, this Court may issue direction to the sixth respondent to consider the petitioner's representation dated 21.10.2025 and to pass appropriate orders, within a reasonable time frame.

4.Considering the limited relief now sought for by the learned counsel appearing for the petitioner, this Court, without expressing any opinion on the merits of the case, directs the sixth respondent to consider the petitioner's representation dated 21.10.2025, on merits and in accordance with law and to pass appropriate orders, within a period of six weeks from the date of receipt of a copy of this order.

5.The writ petition is disposed of. No costs.
