A Writ of Mandamus to compel an administrative enquiry becomes infructuous when the concerned authorities verify that the investigation has already been concluded and the report is ready for issuance.

Headnote:The petitioners invoked the extraordinary jurisdiction of the High Court under Article 226 of the Constitution of India seeking a mandamus to compel the respondents to complete an enquiry initiated by the petitioners' complaint dated 29.11.2025 and to take necessary action against the concerned officials. The petitioners sought timely completion of the enquiry and disclosure of the consequential orders. The court addressed the primary issue of whether a judicial mandate was required to ensure the completion of a pending administrative enquiry. Upon receiving instructions from the State counsel that the enquiry had already been concluded and that the report would be furnished to the petitioners shortly, the court determined that no further adjudication was required. The writ petition stands disposed of in light of the official submission that the enquiry process is finalized.

ORDER

The present Writ Petition has been filed seeking the issuance of a Writ of Mandamus directing the 1^st and 2^nd respondents to complete the enquiry arising out of the Petitioners complaint dated 29.11.2025 within a time frame fixed by this Court, to furnish the petitioners with a copy of the consequential order passed therein and to take appropriate action against the 3^rd and 4^th respondents.

2. Mr.V.Sivalingam, learned Government Advocate appearing for the respondents, on instructions, submitted that the enquiry has been concluded and the report will be served shortly.

3. Recording the submission of the learned Government Advocate, this Writ Petition stands disposed of. There shall be no order as to costs.
