The High Court may issue a writ of mandamus directing administrative authorities to expeditiously complete an ongoing verification process of a community certificate, provided the principles of natural justice are adhered to for all involved parties.

PRAYER :- Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents 3, 4 and 6 to take necessary steps to verify the geniuses of community certificate of the 9th respondent by considering the petitioner's representations dated 16.07.2024 and 01.03.2025.

ORDER

The petitioner seeks a direction to the respondents 3, 4 and 6 to verify the genuineness of the community certificate of the 9th respondent by considering his representations dated 16.07.2024 and 01.03.2025.

According to the petitioner, he has already given representation to the 5th respondent who on field visit found that the petitioner's family is practicing in Christianity and sought an enquiry and requested the 6th respondent to take appropriate action by conducting an enquiry against the 9th respondent.

3. The affidavit filed in support of this writ petition indicates that there is some personal animosity between the petitioner and the 9th respondent. The fact remains that the Revenue Divisional Officer has already initiated proceedings and forwarded a letter to the 6th respondent to take action as per G.O(Ms)No. 106, Adi Dravidar and Tribal Welfare (CV I) Department, dated 15.10.2012. Since the action is already initiated, no prejudice will be caused by directing the authorities to follow the procedure and enquire the issue after giving opportunity to all the parties including the petitioner and the 9th respondent herein. The respondents 3 and 4 are directed to enquire into the representations sent by the petitioner dated 16.07.2024 and 01.03.2025 and the letter dated 02.07.2025 of the Revenue Divisional Officer to the 6th respondent and complete the enquiry expeditiously within a period of three months from the date of receipt of a copy of this order.

4. With the above direction, the Writ Petition is disposed of. No costs.
