The ratio decidendi holds that where a dispute over the specific amount disbursed arises after a compliance assertion, the appropriate remedy is for the aggrieved party to seek clarification through a formal representation to the respondent rather than pursuing contempt proceedings. The court directed the petitioners to submit representations to the respondent regarding the disputed amounts, mandated the respondent to consider them within two weeks, and ordered the contempt petitions to be closed.
