10.12.2025 [1] Present Mr. N. Ibotombi, learned sr. counsel assisted by Ms. Y. Jinita, learned counsel for the petitioners, Mr. P. Tamphamani, learned counsel appearing physically and Mr. Ramneek Mishra, learned counsel appearing on VC for the respondent nos. 1 & 2 i.e. Cycling Federation of India (CFI) and Mr. Kh. Tarunkumar, learned sr. counsel assisted by Mr. W. Jamon, learned counsel on behalf of the respondent no. 3 i.e. Manipur Cycling Association (MCA).

[2] The present writ petition has been filed by the writ petitioners and representatives of 29 players listed in Annexure-A/6 of the writ petition for allowing them to participate in the 77^th Senior, 54^th Junior and 40^th Sub-Junior National Track Cycling Championship to be held at Rudrapur, Uttarakhand from 19.12.2025 to 23.12.2025. It may be noted that the Manipur team for the said Uttarakhand meet has already been selected by MCA on the basis of 4^th Governor’s Cup tournament conducted in November, 2025 and the team has already been sent by an order dated 02.12.2025 passed by this Court in W.P. (C) No. 946 of 2025. The plea of the present 29 players is that since they are in various cycling academy established by Sports Authority of India (SAI) at different parts of India and due to the lack of information they could not participate in 4^th Governor’s Cup. Hence, they could not be considered for the selection of Manipur team.

[3] Mr. N. Ibotombi, learned sr. counsel for the petitioners has pointed out that these 29 players are medalist in various tournament and they are trained by the SAI. Keeping in view of training for Olympic and other international tournament, it is submitted that as an exception these 29 players may be permitted to participate in the coming Uttarakhand Meet as mentioned above.

[4] Mr. Ramneek Mishra, learned counsel for the CFI has pointed out that Manipur team consisting of 16 players and 3 officials have already been submitted by MCA and the same has been approved by this Court vide order dated 02.12.2025 passed by this Court in W.P. (C) No. 946 of 2025. When the matter was listed yesterday, Mr. Kh. Tarunkumar, learned sr. counsel for the MCA submits that it would not be possible for the association to conduct a fresh trial for the players staying at different locations all over the country. In the circumstances, this Court suggested to the learned counsel for the CFI for conducting a fresh trial selection for these 29 players by CFI in association with SAI and the learned counsel for the CFI prayed for 1(one) day time to take instructions in this regard.

[5] Today, when the matter is taken up, Mr. Ramneek Mishra, learned counsel for the CFI has informed that vide letter dated 25.11.2025, the CFI requested to the MOA to conduct a trial selection for Manipur team to be participated in the Uttarakhand Meet which is to be held from 19.12.2025 to 23.12.2025. In response to the request of CFI, the MOA issued an another notification dated 27.11.2025 intimating all concerned to participate in the trial selection to be conducted on 30.11.2025 for selecting Manipur team for the Uttarakhand Meet. It is also submitted that these 29 players listed in Annexure- A/6 participated in the trial selection conducted by MOA under the aegis of CFI and they have been approved for participation. It is suggested that instead of conducting a fresh trial, the players approved in the trial conducted by MOA on 30.11.2025 may be considered, keeping in mind the urgency involved and shortage of time for conducting a fresh trial selection.
