Ms. Vandana Shrivastava, learned Panel Lawyer for the

respondents.

At the request of learned counsel for the parties, the

matter is heard finally.

The petitioner has filed the present writ petition

challenging the orders dated 09/02/2015 and 17/12/2015

passed by respondent No.2 and respondent No.1

respectively.

2. The petitioner is a proprietor of M/s Bhartiya Security

Guard Services presently named as M/s Mahendra, a

proprietorship firm engaged in the business of providing

private security services. The said firm has been

providing security services to the Maihar Cement

Factory since 1991. On 14/09/2010 a letter was sent by

the Sub Divisional Officer, Police, Maihar to Maihar

Cement Factory Management whereby it was informed

to the company that as per the Private Securities Act,

2005 (hereinafter referred to as 'the Act of 2005'), it

becomes necessary to all the private security agencies to

get license from the controlling authority appointed by
