All the above said writ petitions, namely, W.P.Nos.13768 of 2022, 595 of 2023, 21800 of 2023, 22218 of 2023, 29809 of 2023, 7854 of 2024, 8054 of 2024, 8788 of 2024, 9377 of 2024, 9415 of 2024 and 10087 of 2024 involve common question of facts as well as law and, therefore, are being decided by this common order. 2. For the sake of convenience, facts are taken from W.P.

No.13768 of 2022.

3. W.P. No.13768 of 2022 filed under Article 226 of the Constitution of India filed by two petitioners prays for following reliefs :

(7.1) That, the Hon’ble Court may kindly be pleased to Impugned Notification dated 28.06.2018 and 30.05.2018 (Annex.P/1, P/2P/2) issued by NCTE making amendments under Notification dated 23.08.2018 issued by MHRD, Department of School Education, Govt. of India, whereby candidates possessing qualification of B.Ed. have been made eligible for the post of Primary Level Teachers, may kindly be declared illegal and arbitrary being ultra-virus of the Constitution of India and mandate of RTE Act 2009 to appoint quality teachers and therefore, same may kindly be quashed and set aside.

(7.2) That, the Hon’ble Court may kindly be pleased to issue a appropriate writ/order
