ORDER Assailing the order dated 30.09.2008 passed by the respondent No.2 whereby the penalty of dismissal from service after a departmental enquiry has been inflicted upon the petitioner, this petition has been preferred. He is further aggrieved by the order dated 13.10.2009 passed by the respondents whereby the departmental appeal preferred by him has been dismissed.

2. It is the case of the petitioner that he was initially appointed on 18.09.1980 in the respondent/department. He has put in more than 29 years of service in the respondent/department without any complaint against him. On 21.01.1992, he was allotted a residential quarter Janta Bhavan No.114 by the respondents on rental basis. The same was allotted to the petitioner for his own residence. The petitioner was continuously depositing the rent for the said quarter as per the prescribed norms and conditions of the respondents from time to time. Subsequently, vide order dated 22.05.2009 passed by the Estate Officer, the said quarter allotted to the petitioner was transferred in his Signature Not Verified name as owner of the said quarter under the Rental Purchase Scheme (Bhadaa Kiraya Yojna).
