ORDER Department vide circular dated 14.07.2000 and the petitioner was supposed to follow such guidelines.
The petitioner has invoked Article 226 of the Constitution of India,
challenging the charge-sheet dated 15.02.2018 issued to him on the basis of certain allegations. The challenge has been primary made on the ground of inordinate delay in issuing the charge-sheet inasmuch as the allegations levelled against the petitioner relates back to the year 2004. The petitioner
contends that the charge levelled against him is vague and baseless.
2. The facts necessary for the adjudication of the present case are that
the petitioner was initially appointed as Assistant Registrar. In February' 2013 he was promoted on the post of Deputy Registrar and was working in the said capacity, when the impugned charge-sheet was issued to him on 15.02.2018. While working as Assistant Registrar, the petit
